OPEN MEETING: Supervisor Chris Harmon called the 2013 Preliminary Budget Hearing with the Milford Town Board to order at 6:30 pm at the Town Hall in Portlandville.
ROLL CALL: Present were Supervisor Chris Harmon, Councilmen Barbara Snyder, Harold Couse, Karl Vogel and John Gill, and Town Clerk Kenneth Sosnowski.
POSTED NOTICE: The legal notice, published in The Daily Star, concerning the 2013 Preliminary Budget Hearing, was posted at the three area post offices and at the Milford Town Hall.
PROCEDURE: The Town Supervisor presented and explained the 2013 Preliminary Budget, line item by line item, to the Town Board. The summary for the proposed 2013 Budget was; total appropriations $1,238,720.24, estimated revenue $570,696.00 with an estimated fund balance of $248,969. The summary for the 2012 Budget was; appropriations $1,061,425, estimated revenue $433,475 with an estimated fund balance of $217,129. He advised that the 2% increase to be raised by taxes would remain, as in the Tentative Budget, at $419,055 for 2013 as opposed to $410,821 for 2012. The increase from $3.4268 to $3.64 in the tax rate per $1000 of taxable value remained the same as in the Tentative Budget. There were proposed salary increases for Town Justices, Town Clerk and the Highway Superintendent in the Tentative Budget. Under the Preliminary Budget, the salaries for Town Justices would remain at the 2012 rate, the Town Clerk’s raise would be 3% and the Highway Superintendent’s proposed increase would remain the same.

TAX COLLECTOR $3,000.00
TOWN CLERK $7,725.00
TOWN JUSTICES (2@) $8,325.00 EA.

The Town Supervisor asked the Town Board if they had any questions concerning the Preliminary Budget. No questions were asked and there was no discussion.
MOTION: A motion was made by Councilman Couse seconded by Councilman Vogel to approve the proposed 2013 Preliminary Budget as the adopted Town of Milford 2013 Budget. Vote: All Ayes.
MOTIONS TO ACCEPT:
Councilman Gill seconded by Councilman Snyder made the motion to approve the Town Board Minutes of November 21, 2012. Vote: All Ayes.
Councilman Couse seconded by Councilman Vogel made the motion to approve the Town Board Public Hearing Minutes (Zoning Amendments) of November 21, 2012. Vote: All Ayes.
Councilman Couse seconded by Councilman Snyder made the motion to approve the Town Board 2013 Tentative Budget Minutes of November 28, 2012. Vote: All Ayes.
ADJOURNMENT: A motion to adjourn was made by Councilman Couse, seconded by Councilman Gill. Vote: All Ayes. Meeting adjourned at 7:21 pm.

2013 TENTATIVE BUDGET MEETING
November 28, 2012 – MINUTES
OPEN MEETING: Supervisor Chris Harmon called the 2013 Tentative Budget Meeting with the Milford Town Board to order at 6:30 pm at the Town Hall in Portlandville.
ROLL CALL: Present were Supervisor Chris Harmon, Councilmen Barbara Snyder, Harold Couse, Karl Vogel and John Gill, and Town Clerk Kenneth Sosnowski.
RESOLUTION 12-12: The Milford Town Board resolves that the required audit of court records and dockets for Milford Town Justices Robert Moore and Carol Rumenapp was conducted on 11/28/2012, in accordance with Section 2019-a of the NYS Uniform Justice Court Act. Motion made by Town Supervisor Harmon seconded by Councilman Snyder to send the audits conducted to the Office of Court Administration. Vote: All Ayes.

The Town Clerk was directed to make the legal notice and postings concerning the meeting.
ADJOURNMENT: A motion to adjourn was made by Councilman Couse, seconded by Councilman Vogel. Vote: All Ayes. Meeting adjourned at 8:50 pm.
